On March 24th, the kickoff meeting for the formulation of China National Offshore Oil Corporation's 15th Five Year Plan was held at the group headquarters.   Wang Dongjin, Secretary of the Party Group and Chairman of CNOOC, attended the meeting and requested to complete the planning task with a high sense of responsibility and mission, high standards and high quality, and provide strong support for accelerating the construction of a world energy company with Chinese characteristics.

Zhou Xinxin, General Manager and Deputy Secretary of the Party Group of the Group Company, presided over the meeting and made work requirements. Wang Dehua, Deputy Secretary of the Party Group and Director, and members of the Party Group Huo Jian, Yu Jin, Wang Jianbo, and Yan Hongtao attended the meeting. Academicians and experts were invited to conduct a macro strategic discussion on the situation.

Wang Dongjin pointed out that it is of great significance to fully recognize the importance of doing a good job in the preparation of the 15th Five Year Plan. Doing a good job in the preparation of the "15th Five Year Plan" is an inevitable requirement for CNOOC to implement the major strategies of the Party and the state, fulfill the responsibilities and missions of energy central enterprises, comply with the new trends of the times and the new expectations of the people, and improve the quality and efficiency of development and accelerate the construction of a world demonstration enterprise.

Wang Dongjin emphasized the need to accurately grasp the key tasks of the company's "15th Five Year Plan" development, highlighting the five "firm grasps". We must firmly grasp the significant responsibility of safeguarding national energy security and demonstrate new and greater achievements in fulfilling the mission of serving the country through energy; We must firmly grasp the task of cultivating and developing new quality productive forces in the era, and demonstrate new and greater achievements in building a modern energy system; We must firmly grasp the urgent need to achieve high-level technological self-reliance and self-improvement, and demonstrate new and greater achievements in building a national strategic scientific and technological force in the field of marine energy; We must firmly grasp the strategic direction of national industrialization development and demonstrate new and greater achievements in enhancing our national industrialization management capabilities; We must firmly grasp the fundamental requirements of comprehensively deepening the reform of state-owned enterprises and demonstrate new and greater achievements in promoting the modernization of the corporate governance system and governance capabilities.

To master the scientific methods of planning and formulation work, it is important to focus on handling the "four relationships". To handle the current and long-term relationship well, we need to have a broad vision and lofty goals, while also being down-to-earth and seeking truth from facts; To handle the relationship between internal and external factors, it is necessary to not only focus on oneself and fully tap into internal potential, but also comprehensively and effectively connect company planning with national and regional planning, and gather strong forces for common development; To handle the relationship between development and security well, we must not only concentrate on seeking development, but also actively grasp security; To handle the relationship between development and carbon constraints well, we need to be brave enough to explore and forge ahead, promote the rapid development of the company's oil and gas main business, and incorporate carbon emission management into the plan to further promote the company's green and low-carbon transformation of development mode.

To effectively strengthen the organizational guarantee of planning and formulation work, the entire group should work together and participate together. We need to strengthen organizational leadership and establish a working mechanism of "main leaders taking the lead, responsible leaders in charge, departmental coordination and full participation of experts"; We need to strengthen overall coordination and form a systematic, scientific, and organically unified planning system; We need to strengthen investigation and research, adhere to open door planning, brainstorm and work together; We need to strengthen process control, grasp time nodes, and continuously track implementation.
